Referring Cairo International Convention Center Officials to immediate trial on the incident of fire break out resulting in damages estimated at more than five million pounds

Counselor/ Sameh Kamal President of the Administrative Prosecution ordered to refer each of the following to Immediate Trial in the incedent of fire break out at the Cairo International Convention Center (CICC)
Head of Central Engineering Affairsat Convention Center
General manager of halls at Egypt Expo and Convention Authority (EECA)
Stores and procurement General manager at EECA
 Director of internal and conferences Security in Convention Center at EECA
Charge d’affaires of automatic control and fire alarm detect system at Convention Center
Director of Networks and Mechanical Systems of at EECA
Head of central control department at EECA
As the prosecution accused them of the following violations:
The First:
Neglected supervising his subordinates regarding the renovation the maintenance of the water network and early warning systems.
Neglected taking the necessary measures towards the redistribution of wireless devices on the departments affiliated to central engineering affairs’ administration at the CICC
The Second:
As the supervisor of stores and procurement Administration, failed in taking the necessary measures towards the purchase of 2 diesel tanks for the Electricity Generating Machine,despite receiving repeated requests during the period from 25/05/2014 to 03/10/2015 resulting in the failure of the Electricity generating machine.
The Third:
Neglected following-up the Procedures taken by the second defendant regarding the 2 diesel tank purchasing requests submitted in order to operate the Electricity generating machine.
The Fourth:
Failed to train security personnel on how to use and operate the fire hydrants.
The Fifth:
Neglected to set a unified system to translate codes that appear on the control panel in the detection Chamber.
Failed to follow-up the request presented by the third defendant to provide the detection Chamber with a number of wireless devices during the period from 20/01/2014 to 08/04/2015.
The Sixth:
Neglected to take the necessary measures towards the maintenance of fire hydrants at CICC Halls resulting in the failure of system’s on 04.03.2015 and causing serious damage and losses in the center halls.
Failed to take the necessary measures towards modifying the internal center fire equipment to comply with local fire equipment.
Neglected to equip CICC Parking area with fire hydrants.
The seventh:
Neglected notifying the Security department officials about the fire break-out at El Hagary area at CICC on 04/03/2015 immediately after the its discovery.
The Administrative Prosecution conducted investigations handled by Counselor / Ayman Naguib - Chief Prosecutorand Member of the Headquarters Technical Office, under the Supervision of Counselor/ Essam El Menshawy - Deputy of Headquarters Technical Office in case No. 82/2015 in the incident of the fire break out at CICC on 4/3/2015. 
As the Committee headed by the Secretary General, Ministry of Industry and Trade submitted report to the prosecution including inventory damage caused by the fire, which broke out at CICC on 04/03/2015, estimated at five million, three hundred and seventy-seven thousand "six hundred and thirty-six pounds’ (5.377.636(
The Committee also concluded that the fire started from a room called El Hagary/Agricultural room and extended between the wooden spacers until it reached to the Gallery then to Chefren Hall, to the translation studios Chambers, then to the entrance of Cheops Hall, the places affected by the fire were the gallery, the salon, lobby, Cheops Hall and entire Chefren Hall and the Committee inspected all the anti-fire rooms, revealing  deficiencies and severe negligence in security procedures as follows:
Deficiency of firefighting and Camera Control system in convention and exhibition halls
The absence of code panel at the detection chamber explain all codes and places corresponding to each code.
The lack of wireless Devices in the detection chamber
Lack of security personnel training to operate fire extinguishers
Failure to provide the required diesel to run the electricity generator
Failure to perform regular maintenance of fire hydrants
Failure to upgrade the internal fire equipment’s to comply with local fire equipment’s, as described in the report of Civil Protection General Directorate dated 23/11/2014
Noncompliance with the Civil Protection General Directorate report dated 23/11/2014.
As the prosecution recommended the implementation of the following procedures:
Establishment of automated firefighting systems as well as providing the halls, exhibitions, entrances and exits of the CICC with TV cameras, amendment of internal fire equipment’s to comply with local fire equipment, equipping the parking area with fire hydrants and setting a code Panel at the detection chamber explaining all codes and regions corresponding to each code.
Redistribution of wireless devices, controlled by engineering department at CICC and suppling a number of devices to detection Chamber Workers as well as night shift guard at the center.
Efficient Staff Training to avoid such similar incidents and its consequences.
